rsa-online.net is a service provided by SBA GmbH, based in Cham, Switzerland. We offer online training courses on securing roadwork sites in accordance with RSA 21 and MVAS 99.

The courses are aimed at companies, local authorities and those responsible for planning, setting up, supervising or monitoring roadworks in built-up areas, on country roads, main roads or motorways.

Detlef Eling is responsible for the development and content of the training programme. He has more than 30 years’ experience in traffic education and has also been delivering face-to-face training courses in the fields of RSA and traffic safety for many years.

Who is behind rsa-online.net?

SBA GmbH develops and operates rsa-online.net as a digital training platform. Our aim is to offer companies and their staff a flexible and practical way of familiarising themselves with the requirements for securing work sites on roads.

The RSA-21 online training courses are available round the clock and can be completed from anywhere using a computer, laptop or tablet. This means the training can be easily integrated into day-to-day work, even at short notice.

The course content is designed for use in Germany and is based on the regulations and requirements applicable there.

Detlef Eling – Specialist author and trainer for RSA and ZTV-SA in accordance with MVAS 99

Detlef Eling is the author and lead developer of the RSA-21 online training courses on rsa-online.net.

His many years of experience combine road safety education, adult education, health and safety at work, and the practical teaching of road safety regulations.

His qualifications include:

  • Driving instructor for categories A, B and C
  • Course leader for advanced training courses for new drivers – ASF
  • Course leader for advanced training courses for drivers with a high number of penalty points – ASP
  • Instructor for passenger car safety training organised by the German Road Safety Council – DVR
  • Facilitator of the DVR programme ‘Active Older Drivers’ – ÄAK
  • Facilitator of the DVR’s FITUS programme for motorcyclists
  • Trainer for industrial trucks and forklift trucks
  • First aid trainer
  • Trainer in the field of professional driver qualification
  • Trainer for RSA and ZTV-SA in accordance with MVAS 99
  • Many years’ experience in delivering face-to-face training in the field of road safety

This experience is incorporated both into the academic content and into the clear and practical presentation of the online courses.

Our training programme

The RSA-21 online training courses cover the essential basics of planning, setting up and supervising roadworks.

Depending on the course chosen, different areas of application are covered:

  • Roadworks within built-up areas
  • Roadworks on country roads
  • Roadworks on main roads
  • Roadworks on motorways

Participants can work through the course modules at their own pace, pause them and resume at a later date. There is no fixed attendance date.

Once you have completed the training and uploaded a recent photograph, your certificate of attendance and RSA-21 card will be available.

Regulatory frameworks and technical principles

The training content is based in particular on the following regulations and subject areas:

  • Guidelines for the traffic safety management of roadworks – RSA 21
  • Information sheet on the framework conditions for the specialist knowledge required for the traffic safety management of roadworks – MVAS 99
  • Supplementary Technical Contract Conditions and Guidelines for Safety Measures at Road Worksites – ZTV-SA 97
  • Road Traffic Regulations (StVO) and Administrative Regulations relating to the StVO
  • ASR A5.2 on Requirements for Workplaces and Traffic Routes on Construction Sites
  • Traffic signs, traffic control devices and standard layout plans
  • Health and safety at work and protective clothing
  • Marking of work equipment and construction site vehicles

The content is regularly reviewed to ensure it remains up to date in terms of both subject matter and organisational aspects. Any significant changes to the underlying regulations are taken into account when the courses are revised.

Certificate of attendance and proof of attendance

Upon successful completion of the chosen course, participants will receive a certificate of attendance confirming the training content they have completed.

The certificate serves as proof for companies, clients or the relevant authorities. The specific evidence required for a particular contract or an official order may depend on the client in question or the relevant authority.

In the event of specific tender or project requirements, we recommend that you agree the necessary supporting documents with the relevant department in advance.
